If the payment is subject to a hold, recipient will still see a record of payment in their PayPal account. You can try to call customer service and see if they can removed your 2FA, but this workaround fix is 50/50 cause there is a chance that your account will still be required to enter an otp no way to bypass this even from Paypal side.
